Rural-Based Popular Resistance Confounds Peru’s Post-Coup Government / By W.T. Whitney Jr.

Crisis in Peru is moving into a second act. It follows both the congressional coup December 7 that removed democratically elected President Pedro Castillo and the protests and violent repression that culminated in mid-January. Now, from March 1 on, demonstrators have been filling streets in Lima and protests have spread across southern regions of the country.

In Lima and elsewhere their demands remain: departure of de facto President Dina Boluarte, the closing down of Peru’s Congress, moving new elections from 2024 to 2023, and a referendum on a constituent assembly for forming a new constitution. 

Popular mobilizations in early March were remarkable for their geographical base and for the protesters themselves. Both in Lima and in southern cities, they are mostly Aymara inhabitants of rural districts in Peru’s South that extend west from Lake Titicaca and northeast into the Andes foothills.

Their support and that of rural people throughout Peru had been key to the surprise election in 2021 of the inexperienced Pedro Castillo to Peru’s presidency. He had defeated Keiko Fujimori, daughter of an imprisoned dictator and favorite of Peru’s neo-liberal enablers.

At issue for aroused working-class Peruvians are the political arrangements of Peru’s business and commercial elites who owe their good fortune to the economic yield of extractive industries. These include steps taken to suppress masses of Peruvians and bypass their aspirations. Andy Higginbottom’s recent article “Peru and capitalist extraction–the imperial mining powers behind the throne” is essential reading. He elaborates upon the role of foreign investors and foreign interests generally in maintaining Peru’s status quo.

Activists from provinces near the southern city of Puno were arriving in Lima as of March 1. They were the “Second Wave of the Taking of Lima,” the first having been the protesters in mid-January. Four days later they had not been able to break through police lines surrounding key government buildings.

The main action was happening back in Puno. The Puno region has been a center of police and military repression ever since Boluarte became president on December 7. Most of Peru’s 60 deaths due to military and police violence have occurred in that southern region; 19 protesters were murdered on January 9 in Juliaca, a town 27 miles north of Puno city.

On March 5, demonstrations and roadblocks were in progress throughout the extended region. Indigenous groups, small farmer organizations, and social movements were demonstrating in Juli, a town 58 miles south of Puno, also on the shore of Lake Titicaca.

Confronted by military units and police in civilian dress, demonstrators there set fire to judicial office buildings and police headquarters. Troops fired, shots came from open windows, and tear gas was released from a helicopter; 18 demonstrators were wounded.

Demonstrators blocking a bridge over a river prevented the entry of troops into the nearby town of Ilave. Rains had caused flooding and in the process of swimming across the river, one soldier drowned and five others disappeared. 

Protesters captured 12 soldiers; community leader Nilo Colque reported they were released after admitting they were strike breakers and confessing that they too opposed the military’s actions. Coolque predicted that 30,000 Aymaras would soon be descending on Juli and nearby population centers.

Aymara activists in Ilave announced a strike of indefinite duration. A “Committee of Struggle” in Cusco announced the beginning as of  March 7 of an indefinite strike in 10 provinces. The president of the national “Rondas Campesinas” (peasant patrols) – they supposedly represent two million Peruvians – announced a march from regions mainly in the North that would be arriving in Lima from March 9 on.

Meanwhile Peru’s chief prosecutor has embarked upon an investigation of President Boluarte and other officials for crimes that include “genocide” and that allegedly occurred in southern regions in the weeks after she took office.

There are these other developments:

·        Peru’s Supreme Court on March 3 heard a proposal that the “preventive imprisonment of ex-President Castillo be extended from 18 to 36 months. Another court denied his appeal for habeas corpus.

·        Peru’s Congress, as of March 6, looked to be on the verge of once more refusing to advance new presidential elections from April 2024 to sometime in  2023.

·        The UN High Commissioner for Human Rights released a preliminary report accusing the new Peruvian government of excessive use of force against protesters.

·        Polling results go one way: 77% of Peruvian reject the Dina Boluarte government, 70% say she should resign, 90% denounce Peru’s Congress, 69% favor holding general elections in 2023, and 58% support the demonstrations. The report indicates these results mostly reflect opinion in rural areas.

The opposed sides in the Peruvian conflict are each floundering.  Powerbrokers presently lack a government capable – willing though it may be – of providing structure and organization adequate for protecting their political and economic interests. Marginalized Peruvians have the handicap of lacking historical experience out of which revolutionary leadership and a mature strategy might have developed that would provide them with direction and focus.

The people’s movement in Peru is not as lucky as counterparts were in Cuba, Venezuela, and Nicaragua, and even in Chile and now in Colombia under President Petro.

The balance is precarious and the U.S. government is meddling; it has long intruded militarily and now is competing with China economically,.

Speaking on March 1, State Department Ned Price did insist that in Peru, “our diplomats do not take sides in political disputes … They recognize that these are sovereign decisions.” And the United States backs “Peru’s constitution, and Peru’s constitutional processes.”

But political intervention is on the table still: Assistant Secretary of State Brian Nichols on February 28 urged Peru’s Congress to expedite early elections and urged Peru’s president to promptly end the crisis caused by ex-President Castillo’s “self-coup” – whatever that is.

Mexico’s President Would Build Alliance to Counter Cuba Blockade / By William T. Whitney Jr.

On the occasion of Cuban President Miguel Díaz-Canel’s visit recently to Mexico, Mexican President Andrés Manuel López Obrador (AMLO) raised the possibility of many nations cooperating to oppose the U.S blockade of Cuba. AMLO has become Cuba’s champion in the international arena, and perhaps not accidentally: the governments of the two nations each originated from social and political revolutions.

The two leaders have built a tight relationship.  Diaz-Canal visited to Mexico in September, 2021. AMLO was in Cuba in May, 2022. And AMLO refused to attend a U.S – organized Summit of the Americas in Los Angeles in June 2022 because Cuba had been excluded. 

Accompanied by Cuban government officials, Díaz-Canel on February 11 joined AMLO in the Mexican state of Campeche. That Cuban medical teams are working there now may have helped determine the meeting’s location.

In remarks at a medical center,  AMLO lauded Cuba’s medical solidarity and described his own people’s unmet social needs. He called upon the U.S. government to end its blockade of Cuba:

[Cuba] has our respect, our gratitude, our support, and we are going to continue demanding the removal, the elimination of the blockade against Cuba, which is inhumane. And there’s more than voting in the United Nations where the anti-blockade resolution is always approved overwhelmingly, and then it’s back to the way it was.

I promise President Miguel Díaz-Canel that Mexico will be leading a more active movement so that all countries come together and defend the independence and sovereignty of Cuba. No longer will there be anything about treating Cuba as a terrorist country or putting Cuba on the black list of supposed terrorists.

Cuba has been able to count on support from Mexico. As the Bay of Pigs invasion was unfolding in 1961, former Mexican President Lázaro Cárdenas spoke in defense of Cuba before 80,000 people in Mexico City’s Zocalo. Soon afterwards, Mexico’s government backed Cuba in the United Nations. Later Mexico rejected calls by the U.S. – dominated Organization of American States for member states to impose economic sanctions against Cuba and break off diplomatic ties.

AMLO visited Cuba in May, 2022. Speaking before Cuban leaders, he recalled “times when the United States wanted to own the continent …. They were annexing, deciding on independence wherever; creating new countries, freely associated states, protectorates, military bases; and … invading.”  The U.S. government, he declared, needs to know “that a new relationship among the peoples of America … is possible.”

While in Cuba he signed agreements for Mexican young people to study medicine in Cuba, for Cuba to provide Mexico with anti-Covid vaccines, and for hundreds of Cuban physicians to work in Mexico in underserved areas.

Months before, in September 2021, Díaz-Canel was the honored guest at celebrations in Mexico City of the 200th anniversary of Mexico’s national independence. Welcoming his guest, AMLO praised Cuba’s steadfastness in defending its revolution. Calling upon U.S. political leaders to lift the blockade on Cuba, he appealed to their good sense and rationality, saying nothing about nations uniting in opposition to the blockade.

[The U.S. government] must lift its blockade against Cuba, because no state has a right to subjugate another people, or another country … [And] It looks very bad that the U.S. government uses the blockade to hurt the people of Cuba in order to force them by necessity to confront their own government … President Biden, who shows political sensitivity, [must] take a wider view and put a permanent end to the politics of grievances against Cuba.

The emphasis was different, however, when the two leaders met recently, on February 11 in Campeche. AMLO unveiled an evolved and more forceful approach to ending the blockade. He bestowed upon Díaz-Canel Mexico’s highest recognition extended to foreign notables, the Aztec Eagle, and then praised Cuba as a special case for its strenuous resistance to U.S. enforcement of the Monroe Doctrine. He continued: 

I also maintain that it is time for a new coexistence among all the countries of America, because that model imposed more than two centuries ago is completely exhausted, it is anachronistic, it has no future. There is no way out, it no longer benefits anyone, we must put aside the trade-off imposed on us either to go along with the United States or be in opposition, courageously and defensively. 

It is time to express and explore another option, that of dialoguing with the leaders of all the countries and especially with U.S. leaders, and convince and persuade them that a new relationship between the countries of our continent, of all America, is possible. I believe that conditions are perfect now for achieving this goal of mutual respect.

In an interview later on, Mexican foreign minister Marcelo Ebrard offered some specifics:

President Lopez Obrador wants to bring the presidents of the progressive states of Latin America together to address food security, well-being and other issues that are important for our community of nations. This is something we have to discuss with other foreign ministers and move forward in the coming months. 

The progressive governments AMLO has in mind, according to Ebrard, are Mexico, Argentina, Brazil. Colombia, Cuba, Venezuela, Bolivia, Chile, and Honduras. They include “the three largest economies in Latin America.” The implication may be that these countries, collaborating on various issues, political ones included, have sufficient economic clout to pressure the United States on Cuba.

President Díaz-Canel himself has been building other bridges. In recent weeks he visited Belize, Saint Vincent and the Grenadines, and Barbados, for the 7th CARICOM (Caribbean Community) – Cuba Summit meeting.

AMLO’s focus on progressive nations is crucial. He has worked toward reviving the Community of Latin American and Caribbean States (CELAC) as a vehicle for collective action, despite participation there by conservatively-governed nations. Yet he did not attend the CELAC summit taking place in January and so may be discouraged as to prospects for CELAC serving his purposes. 

AMLO’s power to orchestrate regional support is limited. Only 18 months remain of his six-year term as president of a country dependent economically on the United States and divided geographically, ethnically, and by social class. Nevertheless, Cuba, whose external resources for ending the U.S. economic blockade are hardly infinite, badly needs international partnering that offers persuasive power. Lifelines thrown by AMLO are a start in that direction.

Post-Earthquake Syria Highlights Role of US Economic Sanctions / By W.T. Whitney Jr.

Suffering in Syria and Turkey caused by a strong earthquake on February 6 has elicited an immense worldwide humanitarian response. The toll three days later was 21,000 people dead, with the number of recorded deaths steadily rising as rubble from collapsed buildings is removed. Unusually cold weather and snow add to the grief and difficulties in delivering aid material to survivors.

Compounding matters is longstanding internal conflict in both counties aggravated by foreign interventions. The Turkish government contends with a Kurdish insurgency formerly active within its own borders and now based across the southern border in Iraq and Syria.  The Syrian government of President Bashar al-Assad has confronted U.S. and European – supported rebel forces fighting in northern Syria since 2011.

The issue addressed here is of aggravation of humanitarian disaster through warlike interference in Syria’s affairs, particularly the role of economics sanctions employed by nations led by the U.S. government. Of concern is the U.S. government’s seeming disregard of human suffering and deaths as it wields the weapon of economic sanctions.

A civil war has raged in Syria for 11 years. The U.S. government in conjunction with allies supports elements of the anti-Assad resistance. They hold territory in northern Syria, where even U.S. troops are deployed.  The civil war has led to displaced populations of refugees, some living in government-controlled Syria,  3.6 others living precariously in Turkey, and 4.1 million more living in conflict-ridden northern Syria; they were dependent on humanitarian aid prior to the earthquake.  Kurdish rebels, anti-Assad rebels and radical Islamists control their own portions of that area.

The earthquake has caused more death and destruction in Turkey than in Syria. Turkey registered 17,674 deaths as of February 9 and Syria  3,377deaths, of which 2,030 occurred in rebel-held areas.  

The delivery of humanitarian aid material characteristically is difficult in situations of natural disaster. The Turkish government reports offers of assistance from 71 countries. Search and rescue teams and shipments of materials have arrived there from dozens of them.

Conditions in Syria are different. Western countries are contributing relatively little. Shipments of aid material have entered Syria from Iraq, Iran, Libya, Egypt, Algeria, United Arab Emirates and India. Rescue teams and aid shipments have been promised or have arrived from China, Iran, Russia, Cuba, and Algeria. Venezuela sent teams to both affected countries and were the first foreign rescuers to arrive in Northern Syria.

Barriers complicate matters in Syria. Only the Bab al-Hawa crossing of the Turkish-Syrian border remains open; three others are closed due to Russian and Chinese pressure in the United Nations Security Council. Those countries regard U.S.-supported rebels active in the region as “terrorists.”

The Assad government is requiring that aid for areas under its control enter through Damascus. Air shipments to Damascus have been hobbled due to runway damage left-over from an Israeli attack in January.

Economic sanctions against the Assad government, in force since 2011, pose the main difficulty for countries that would provide assistance to Syria. Governments worldwide have joined the United States, leader of the pack, in sanctioning the Syrian government. 

Speaking to the press on February 6, State Department spokesperson Ned Price insisted that, “We are determined to do what we can to address the humanitarian needs of the Syrian people.” He indicated that any U.S. humanitarian aid would be delivered exclusively to NGOs, the implication being that economic sanctions remain in effect. 

The head of the Syrian Arab Red Crescent called upon the United States and its allies to “lift their siege and sanctions on Syria so that rescue and relief work can proceed unimpeded.” Speaking for China’s foreign ministry, Mao Ning likewise called for an end to sanctions, pointing out that U.S. “military strikes and harsh economic sanctions have caused huge civilian casualties,” while US troops have assured the “plunder  …[of] more than 80% of Syria’s oil production.”

A UN Special Rapporteur had already urged in November, 2022 that sanctions against Syria be ended on grounds of “destruction and trauma suffered by the Syrian people since 2011.”

On February 9, the U.S. government blinked. The Treasury Department provided authorization lasting for 180 days for “all transactions related to earthquake relief.” Other nations may follow suit.

The difficulty remains: an aggressive U.S. government is prone to trivializing claims that economic sanctions threaten human lives. Sanctions against Syria’s government revives the spectacle of sanctions aggravating humanitarian catastrophe from another cause.  That was Cuba’s situation in having to deal with both U.S. sanctions and the Covid pandemic.

The current situation in Syria calls for a critical look at the U.S. government’s frequent resort to economic sanctions as it wages what amounts to permanent war. Sanctions offer the advantage of impunity. An aggressor’s profile is lowered even as threats of ungovernability and human suffering mount.

A new multi-authored book titled “Sanctions: A Wrecking Ball in a Global Economy” offers reflections on these themes.  A look at a review allows one to reflect further about waging war by means of economic sanctions. The book, produced by  the International Action Center, is available here.   It seems that:

·        Those who suffer most from sanctions aimed a national economy are a society’s poorest citizens. 

·        Economic sanctions violate human rights, particularly the right of citizens to lead economically sustainable lives and their right to benefit from social programming that is determined collectively, notably healthcare, education, and social security for elders.

·        Although legal experts have identified criminal aspects of U.S. sanctions, even crimes against humanity, the upshot has been impunity for the U.S. government, in part due to U.S. disregard for the International Criminal Court.

·        Frequent use of economic sanctions represents one aspect of non-stop war-making on the part of the U.S. government and of nations following the U.S. lead. Sanctions are in the same category as the use of one’s own military forces, the use of proxy warriors and other agents, and internal subversion leading to destabilization and/or coups.

Court Says Colombian State Responsible for Patriotic Union “Extermination” – No Mention of US Role / By W.T. Whitney Jr.

Rubí Andrea Forero, 52 years old, talked to Prensa Latina about the recent court ruling in the Patriotic Union’s case against Colombia’s government. She felt relief. She has coped with her father’s murder on February 27, 1989 and her awareness of “impunity and continuing crimes”. She recalls “silent longings and frustrated dreams from the war” and the “fears, absences, and frustrations” of families and friends. 

Teofilo Forero, Rubí’s father, was a union president, a deputy in the Cundinamarca legislature, and Bogota City councilor. Nationally, he was a leader of the CTC Labor Federation and organization secretary of Colombia’s Communist Party. That party, the interviewer explains, was the “vertebral column of the Patriotic Union (UP in Spanish-language initials).” The UP dates from 1985.

On January 30, the Inter-American Court of Human Rights (IACHR Court) announced its long-anticipated ruling in the UP case. The Court named the Colombian state as responsible “for violations of human rights committed against more than 6000 members of the Patriotic Union political party during a period that began in 1984 and lasted for more than 20 years.”

(The Special Jurisdiction for Peace, established under the 2016 Peace Agreement between the FARC and Colombian government, indicated in 2022 that “5,733 persons were assassinated or disappeared in attacks directed against the UP.”)  

The Court ruling cites a “plan of systematic extermination … relying on participation by state agents and acquiescence by authorities.” It cites “forced disappearances, massacres, extrajudicial executions, assassinations … [and] impunity.”

The peace agreement between the Revolutionary Armed Forces of Colombia (FARC) and Colombia’s government in 1984 enabled demobilized FARC insurgents, Communist Party activists, and others to create the UP. The organization undertook to “promote the social, economic, and political transformations necessary for building a peace with social justice,” according to the Reiniciar Corporation, stalwart defender of the UP since 1992.

As 1985 closed, the UP had established “2,229 grassroots organizations” in more than 200 municipalities and rural districts. In early 1986, 15 UP candidates were elected to Colombia’s Congress, 18 to departmental legislatures, and 335 to city councils; there were 23 UP mayors. In elections a few weeks later, UP candidate Jaime Pardo Leal proved to be the third most popular presidential candidate. The UP was a powerful political force.

Then came catastrophe. Assassins killed “nine congresspersons, 70 city council members, and dozens of deputies, mayors, and grassroots leaders,” and also “labor leaders, students, artists, activists, and sympathizers” from all sectors. Two presidential candidates would be murdered. 

The IACHR Court ordered reparations. The state must pursue investigations of “gross violations of human rights and [that way] determine penal responsibilities.”  In addition, disappeared victims must be located, victims cared for, and the Court’s decision publicized. The Court called for protecting UP activists now, a national educational campaign, recompense for “material and immaterial damages” and a national day of commemorating UP victims.

The Reiniciar Corporation in 1993 led in submitting the UP case to the Inter-American Commission on Human Rights (IACHR). That agency collected evidence and collaborated  with the Colombian government to reach a settlement, but to no avail. The case moved to the IACHR Court in 2017.

No longer able to field electoral candidates, the UP in 2002 lost its “judicial personhood” and state recognition of its status as a political party. Reacting to IACHR verification of persecution, election officials in 2013 restored the UP’s former status.

UP participation in elections was evident recently in the party having joined the victorious Historic Pact coalition of President Gustavo Petro. Former UP activist Germán Umaña serves as minister of commerce in the Petro government. He had abandoned political life after the assassination in 1998 of his brother Eduardo Umaña, law professor and defender of human rights.

Revival of the UP and its distancing from a violent past go along with Colombia’s tentative turn to peace. In that regard, the government on January 1 announced a ceasefire among combatant groups; among them the Colombian Army, National Liberation Army guerrillas, two groups of narco-trafficking paramilitaries, and two dissident insurgencies formerly part of the now defunct FARC.  

However, the UP story is about U.S. military intervention as well as peace in Colombia.

Journalist Nelson Lombana Silva sees the IACHR Court decision as “not solely applying to the Colombia state, but also to Colombia’s liberal-conservative, criminal oligarchy that decided to remove this political movement,” and did so “with U.S. participation.”

Historian Ivan David Ortiz, investigating the failure of the 1984 peace agreement, notes the FARC’s explanation at the time, that “hegemonic political and economic sectors continued the warlike policies of the United States.” He cites the FARC’s claim that, “the anti-peace offensive in Colombia came from the Pentagon.” (1)

An Amnesty International report of 2005 covers the same ground:

Efforts by the government of President Belisario Betancur (1982-1986) to initiate peace talks with guerrilla groups in the mid-1980s heightened concern that any peace agreement would have entailed land and other socio-economic reforms. This dynamic strengthened the alliance between the traditional economic elites and the armed forces and spurred on the development of paramilitary structures under the coordination of the armed forces.

Accessory information points to U.S. involvement within this context. Paramilitaries bore most of the direct responsibly for massacring the Patriotic Union. Paramilitaries coordinate their operations with Colombia’s military, which has a supervisory role, as documented here and here. The impetus for the paramilitary phenomenon derived from recommendations of a U.S. “Special Warfare” consulting team in 1962. 

Secondly, Colombia’s military, the paramilitaries’ senior partner, thrives due in part to the U.S. government’s generous support and financing. The flow of billions of dollars to Colombia’s military is notable.  It began in 2000 under U.S. Plan Colombia and continued for more than ten years. Drug war, the usual justification for U.S. partnering with Colombia’s military, has been useful as a cover for war against leftist guerrillas and against left-leaning political groups and social movements.

Ultimately, it seems, there was a big element of U.S. proxy war in the deadly suppression of the UP. U.S. would-be masters of global affairs have long manifested instant readiness to blot out popular risings viewed as threatening to their accustomed ways. Viewed like this, perpetrators of the anti-UP violence were kin to Bay of Pigs assailants in Cuba, Contra warriors in Nicaragua and Ukraine’s military fighting against Russians now.

CELAC Summit Offers Proposals, amid Divisions and Dissent / By W. T. Whitney Jr.

The 7th Summit Meeting of the Community of Latin and America States (CELAC) took place in Buenos Aires, Argentina on January 23. In their Declaration, representatives of 33 member nations, including 14 presidents, paid  homage to integration, unity, and  “political economic, social, and cultural diversity among member states.” They agreed “by consensus” to an all-embracing set of proposals and statements, 100 in all, and to 11 “special statements” on the situations of particular countries.

As is usual, host-country president Alberto Fernández made arrangements and set the agenda. The one-day meeting included closed- door discussions and brief presentations by representatives of the various country.

Participants at CELAC’s founding meeting in Caracas in 2013 declared  the region to be a “zone of peace.”  CELAC, it was hoped, would be promoting regional cooperation on social and economic development, agreement on common political goals, and progress toward integration and unity.

Preparations had begun in 2010 after U.S. interventions in Venezuela, Bolivia, Ecuador, Cuba, and other countries had intensified. CELAC would differ from Organization of American States (OAS), the regional organization serving U.S. interests since 1948. The United States and Canada are not members of CELAC. 

A gap separated the fifth CELAC Summit in 2017, in the Dominican Republic, from the sixth one, on September 16-18, 2021 in Mexico City. Instability in Venezuela, Bolivia, and Brazil was a likely factor.  Mexican President Andres Manuel Lopez Obrador (AMLO), presiding over CELAC VI, spoke of CELAC as the regional equivalent of the European Union. There was speculation about CELAC replacing the OAS. 

Brazilian President Luiz Inácio “Lula” Da Silva’s arrival at CELAC VII generated excitement. Brazil had rejoined CELEC after being removed by Former President Jair Bolsonaro in 2020. Lula supports closer ties of both CELAC and the Mercosur economic organization with the European Union.

In Buenos Aires, rightwing demonstrators from Argentina and elsewhere were noisily protesting against CELAC. They objected to the presence of leftist countries like Venezuela, Cuba, and Nicaragua. To avoid confrontation, Venezuelan President Nicolas Maduro and President Daniel Ortega of Nicaragua stayed away. AMLO also did not attend, claiming he was busy.

Crisis in Peru provoked divisions.  The Declaration was silent on the coup there and on repression of popular resistance. Colombian president Gustavo Petro, President Xiomara Castro of Honduras, and AMLO, in a video presentation, called for deposed President Pedro Castillo’s release from prison. Presidents Fernández of Argentina and Boric of Chile said nothing on that score. 

CELAC did not respond to Prime Minister Ariel Henry’s requests for  member states to “participate in a specialized multinational force requested by Haiti” to deal with gang warfare.

President Fernández, surprisingly, had invited U.S. President Biden, who sent former Senator Chris Dodd in his stead. Dodd spoke at the plenary session, as did European Council President Charles Michel.  President Droupadi Murmu of India participated virtually. Chinese President Xi Jinping sent a message of solidarity.

The Summit Declaration says little about implementing proposals and realization of earlier plans.  It refers to expected actions by United Nations agencies and by regional organizations with special experience and expertise.

The only CELAC actions mentioned are recent meetings of ministers of CELAC countries with international agencies dealing with healthcare and food-supply issues. The only CELAC initiatives underway soon are meetings of CELAC representatives with officials of the European Union, China, the African Union, and the ASEAN nations.

The website celacinternational.org mentions far-reaching plans as of 2013 for transportation, healthcare, and hunger-alleviation projects. A subsequent lack of follow-up information and references to other projects suggests flawed implementation.

Speaking at the Summit, Colombian President Gustavo Petro called for “building integration through concrete projects” and for action on the climate crisis, revitalizing the Amazonian forests particularly. He denounced “U.S. deficiencies in moving toward a carbon-free economy.” 

President Miguel Díaz-Canel of Cuba reminded his listeners of U.S. “efforts to divide us, stigmatize us and subordinate us to its interests.” The United States is isolated, he suggested, in its “strategy of hegemony and domination.”  And Cuba’s inclusion on the U.S. list of states that sponsor terrorism greatly impedes “our aspirations for development.

On video, President Maduro of Venezuela called upon CELAC to demand that the United States no longer intervene in the affairs of “free and sovereign nations” and “No more coup-plotting, no more sanctions against sovereign nations.” 

Uruguayan President Luis Lacalle, dissenting, charged that, “there are clearly countries here … that do not respect institutions, democracy or human rights.” He has drawn criticism for his push for a regional free trade zone and a Uruguayan -Chinese trade agreement. 

Speaking for El Salvador, Vice President Félix Ulloa urged CELAC to take on an executive secretary to preserve the alliance’s “institutional memory.” 

A CELAC “social summit” took place in Buenos Aires on the day prior to CELAC VII. Present were Argentinian trade unionists and leftist political parties and political leaders and activists from many countries. Former Bolivian President Evo Morales headed a panel of speakers.

Participants demonstrated outside the actual Summit against the rightwing protesters and “in support of our anti-imperialist presidents.”  Returning later, they demanded support for Peruvians’ resistance and called for non-recognition of the coup government. 

U.S. imperialism remained the perennial CELAC theme. Asked about U.S. designs on the region’s natural resources, Bolivian President Luis Arce was forthright: “[T]hese are our natural resources … We are not going to accept any imposition by anybody nor let anyone regard our natural resources as if it were theirs.”   

General Laura Richardson’s remarks before the Atlantic Council on January 19 had prompted the question. She is head of the U.S. Southern Command.

The next CELAC summit meeting will occur in Saint Vincent and the Grenadines, population 104,000 and the first Anglophone site for a CELAC meeting. Prime Minister Ralph Gon­salves will be presiding.

Critics of U.S. interference in Latin America and the Caribbean may soon realize, is such is not the case now, that Peru has a compelling claim on their attention. The massive popular resistance emerging now amid political crisis looks to be sustainable into the future. Meanwhile, a reactionary political class obstinately defends its privileges, and the U.S. government is aroused.

This new mobilization of Peru’s long-oppressed majority population manifested initially as the force behind left-leaning presidential candidate Pedro Castillo’s surprise second-round election victory on June 6, 2021. It exploded again following the coup that removed Castillo on December 7, 2022.

The politically inexperienced Castillo, a primary school teacher and teachers’ union leader in rural northern Peru, espoused a program of resisting both Peru’s corrupt and oligarchical elite and foreign exploiters.  Castillo had begun his 2020 presidential campaign prior to aligning with a political party.  His affiliation eventually would the Marxist-oriented Peru Libre (Free Peru) Party, which abandoned him during his presidency.  

Castillo was the first leftist to be elected president of Peru. The candidate he defeated was Keiko Fijimoro, standard-bearer of Peru’s oligarchs and militarists and daughter of dictator and former president Alberto Fujimori.

Castillo’s forced removal from office prompted massive popular resistance.  Since then, small farmers, indigenous communities, social organizations, students, and labor unions have sustained a national strike. Concentrated in Peru’s southern provinces at first, and later spreading throughout northern regions, strikers have been blocking highways, city streets, and access to government offices and airports. 

In their “March from the Four Corners” of Peru, protesters on January 19 occupied Lima massively in what they called the “Taking of Lima.” They have filled streets and plazas, marched, and impeded access to government offices. They say they will stay. Lima residents and social movements have stocked food for them and, with the help of schools and universities, provided shelter.

Anthropologist Elmer Torrejón Pizarro, from Amazonian Peru, was marching on January 19. He writes: “I saw no criminals next to me, much less terrorists. I observed young university students and mostly peasants, women and men from the south. I saw their faces, furrowed by the pain of life and death. They were next to me, their faces hard and burned by blows from life, from Peru. They were faces expressing generational hibernation of a country that, as a state, has failed.”

The protesters are demanding: resignation of de-facto president Dina Boluarte, liberation of the imprisoned Pedro Castillo, and dismissal of a Congress dominated by rightwing and centrist political operatives. They want new elections in 2023 and a popular referendum on instituting a Constituent Assembly. They, like Castillo, want a new Constitution.

Left-oriented news sources haven’t reported reactions to the strike from Peru’s leftist political parties. The few websites of those parties that are accessible add little.  The Communist Party of Peru Patria Roja, an exception, on January 16 condemned the coup government as a dictatorship, called for a transitional government, and expressed support for the demands outlined above.   

Popular resistance is one aspect of this crisis situation. The other is political repression. For weeks, the police and the military have been assaulting protesters throughout the country with lethal force. They have killed over 60 of them, wounded hundreds and jailed hundreds more.

In Lima on January 21, almost 12,000 police were in the streets blocking demonstrations and harassing residents and students; 14,000 more were otherwise engaged. The police that day violated a university autonomy law and entered San Marcos University where they arrested strikers sheltering there and students, over 200 in all.

The security forces and their handlers are heirs to repressors who, from Spanish colonization on, have repeatedly victimized masses of impoverished, mostly indigenous Peruvians.  Peru experienced three prolonged military dictatorships during the 20th century.

In dealing with Castillo and the threat he represented, forces of reaction turned to softer methods. These centered on congressional maneuvering aimed at harassing Castillo’s ministers and blocking his government’s program.

Finally, the Congress demanded that Castillo resign, and immediately soldiers seized the president. He was charged with “rebellion and conspiracy” and will remain in prison for at least 18 months.  He is held incommunicado.

Interviewed, Wilfredo Robles Rivera, the deposed president’s lawyer, spoke of a “parliamentary coup, a slow coup, a prolonged one organized on several fronts.” He explains that, “It was a strategy that began even before President Castillo took office. The rightwing … was pressuring election officials to recognize electoral fraud. An electoral coup, therefore. The true parliamentary coup began when Castillo became president.”

Lastly, there is that aspect of Peru’s mounting crisis that relates to North Americans: U.S. intervention is possible. 

General Laura Richardson, head of the U.S. Southern Command, spoke to the establishment-oriented Atlantic Council on January 19. In regard to Latin America, she mentioned “rare earth elements,” “the lithium triangle – Argentina, Bolivia, Chile,” the “largest oil reserves [and] light, sweet crude discovered off Guyana,” Venezuela’s “oil, copper, gold” and “31% of the world’s fresh water in this region.”  She concludes, crucially: “This region matters. It has a lot to do with national security. And we need to step up our game.”

On January 18, de facto President  Dina Boluarte and her Council of Ministers informed Peru’s Congress that they were submitting for approval a draft legislative resolution saying, in effect, that Congress would be “authorizing the entry of naval units and foreign military personnel with weapons of war” into Peru.

Who but U.S. troops and military machinery would be first in line? The U.S. military is already familiar with deploying in Peru.  And the day prior to Castillo’s removal from office. U.S. ambassador Lisa Kenna, a CIA veteran, was in the office of Peru’s defense minister, conferring.  

She is persistent. On January 18 Kenna conferred with Peru’s minister of energy and mining and his associates. Journalist Ben Norton attests to that minister tweeting about “a high-level institutional dialogue that day between Peru and the United States.” The minister expressed pleasure at “support from the North American government in mining-energy issues” and mentioned his government’s prioritization of the natural gas and energy sectors.

Presently all liquified natural gas produced in Peru goes to Europe. Energy supplies there are precarious due to U.S. anti-Russian sanctions. We imagine U.S. applause.

Addenda:

Lawyer Wilfredo Robles Rivera describes some of the congressional maneuvering that led to President Pedro Castillo’s removal.

“Obstructionists in the Congress prevented that body from discussing hundreds of the [Castillo] government’s legislative proposals …They followed with demands for dismissing the president through the vacancy procedure. …Their request for vacancy came in response to the President’s speech of December 7 in which he called for dissolution of Congress. They did not have the necessary votes to present the request … [and so] there was an accelerated process backed by other institutions, especially the military and police. At this point, the military-police coup comes into play.”

We add that Peru’s Constitution, in force since 1993 and a product of the Fujimori dictatorship, does allow a president to dismiss the Congress under specified circumstances and the Congress to “request a vacancy” in order to remove a president. Twice before, the Congress failed in that attempt.

Béjar served for three weeks as minister of foreign affairs in ex-President Castillo’s new government. He resigned in response to unfounded charges from the military conveyed through Parliament. Béjar has taught and written extensively on revolutionary change in Peru. He and others founded the National Liberation Army in 1962 for which he was imprisoned.

Prensa Latina: How do you evaluate the protest movement forming in the South of Peru?

Héctor Béjar: It’s a many-faceted movement composed of the quechua and aimaras communities, especially the aimaras, of women vendors in the popular markets, of transport workers in the South, traders in general, small business owners in the booming city of Juliaca, students from universities and high schools, and people in general. Added to them are the “rondas campesinas” (autonomous peasant patrols in rural areas) active in Cajamarca, Amazonian communities, and within many other popular networks.

PL: The social organizations that are protesting are putting forth a platform of political demands … without being ready to back off in exchange for development projects. What are the implications of this characteristic of the current protests for the people’s movement?

HB: It’s a qualitative shift. It’s the first time in Peruvian history that a movement surging up from the people themselves is setting forth a clearly political agenda that takes precedence over immediate, isolated demands limited to local problems. 

PL: What about ex-President Pedro Castillo? 

HB: The protesters identify with him as a person, as a teacher and rural resident, quite apart from his questionable performance in governing. … I have to say also that the movement has already largely transcended the idea of simply rescuing Castillo.

PL:  Most political analysts assert that the failure of Castillo has been harmful for the left and its future. Do the social protests and participation of left forces call this idea into question?

HB: The big movement we are speaking about must not be defined as of the left. If we look at reality, it’s a people’s movement, from the base, much broader than left politics. It’s also certain that most militants of the different left movements existing in Peru are fully invested in supporting this movement.

PL: Opinion polls show that the demand for a constituent assembly is shared by a majority of the population. That has to have an impact on the protests. (NB: Opinion polling in mid-January indicated that 71 % of Peruvians reject the government; 19% approve; 88% of them object to the Congress. )

HB: Evidently so. We are already in the process of getting rid of the old system and the constituent is part of a new one. The most probable outcome is that as the days and weeks pass, and if this movement persists and grows, the demand of a constituent assembly and a new constitution will continue growing until it takes over.

PL: What is the future and what are the options that might open up after this struggle?

HB: If this struggle continues and is not betrayed … we would have the possibility of a true democracy open to all of the country’s cultures and nationalities – a social state and an economy open to investments by the people and closed to every kind of corruption ….

Lautaro Rivara’s interview with Héctor Béjar for the alai.info website appeared on January 3. Excerpts from  Béjar’s comments follow:

On Peru’s 1993 Constitution: It’s the bad result of a disastrous coup d’état and of entangled negotiations of de facto President Fujimori with the OAS and the international community. This resulted in a text full of legal patchwork…It also contains a famous economic chapter that shields foreign investment, making it invulnerable and paying no taxes in Peru. … What is happening is that this Constitution, already makeshift in 1993, has been patched up repeatedly since then. And it was the present Congress … that has made more than thirty modifications that Peruvians do not even know about. Some of these modifications repealed existing rights, such as the right to referendum.

In regard to a coup: The Army and Police know that they cannot carry out a coup d’état directly; there is no environment either in Latin America or the world that favors that. But as everybody knows, the patterns of coups now vary … Some military chief leaked information to the effect that the left will never govern the country while armed forces remain in Peru. The problem is no longer communism, which is what they used to say, but now it’s the entire left that these people are rejecting.

How does Peru’s government work? Today in Peru we have a media party, very active as a concentrated monopoly; a prosecution party, and the judiciary’s party. These three parties, and the Congress, are the four great actors that govern Peru, with support from big capitalists, both local and foreign … Closing the Congress is a national demand. Everyone wants that, apart from the congresspersons themselves. …. The same goes for the judiciary, which is highly corrupt. In my opinion, it should be reorganized, but also totally dismantled.

About Peru’s social movements: They have grown a lot. In Peru there is a political left, which is part of the political apparatus, the political system, and there is a co-called “social left”, which is not left in terms of strict political consciousness, but which includes many social activists who feel they are part of the left. They are very articulate in expressing political ideas … and have highly articulated political ideas. There are thousands of them in Peru now. However, corruption permeates everything in this country, including sectors of the social movement.

The Cuban Revolution: Made by teachers and students / by W.T. Whitney Jr.

Cuban education has long been ground zero for ending inequalities.

Schools on the island are places where doors opened up for all Cuban young people to learn and for students, even of oppressed classes, to prepare for one or another kind of work that would contribute to Cuba’s development as an independent nation.

Cuban literacy teachers, 123 of them, arrived in Honduras on Dec. 20. With Honduran colleagues, they will be utilizing Cuba’s special method, “Yo sí puedo” (Yes I can), to teach literacy. It’s a technique that has found worldwide application.

Dec. 22 in Cuba is Teacher’s Day. On that date in 1961—Cuba’s “Year of Education”—Fidel Castro, speaking before a large crowd in Havana, announced the end of Cuba’s literacy campaign of that year. He declared Cuba to be a “territory free of illiteracy.”

On hand were 100,000 young people who had volunteered to teach the rudiments of reading and writing to illiterate adults living in rural areas. These young people, mostly from Cuba’s cities, lived with families they were teaching and did farm work.

Joining them in the island-wide literacy campaign were tens of thousands of volunteer teachers, unionists, and other working people. In the end, 271,000 literacy volunteers enabled 707,000 Cubans (out of a population of 7,291,200) to learn how to read.

The figure of José Martí, Cuba’s national hero, epitomizes for Cubans the affinity of education and revolution. Introducing Martí’s book On Education (Monthly Review Press, 1978), editor Philip Foner observes that, “Basic to the foundation of liberty, in the eyes of José Martí, was the education of the people. Nothing guaranteed that a government was anxious to serve its citizens as much as the haste it displayed in educating its people.”

In comments in September 1961 about the literacy campaign, Castro updated Martí’s idea: “One does not conceive of a revolution without also a great revolution in the educational arena … revolution and education are almost two synonymous ideas … [The] Revolution will advance and be successful the more it works in the field of education, the more competent technicians there are, the more competent administrators, teachers, revolutionary cadre it has.”

Foner notes that in 1959, 23% of Cubans were illiterate, the “average school education was below third grade,” and “only a few thousand” children were attending secondary schools. By December 1961, according to Castro, the revolutionary government had created 15,000 schools while converting military installations into schools and building schools for handicapped children.

By 1973, literacy was all but universal. Some 1,898,000 children were attending primary school, and 470,000 were enrolled in secondary schools, according to Foner. By that time, a “second educational revolution” was in progress with the training of 20,000 additional teachers to handle waves of students now attending secondary and pre-university schools.

A third educational “revolution” was underway from 2000 on. Associated with what the Cuban state referred to as the “Battle of Ideas,” it called for teaching that emphasized social justice and equality and was accompanied by moral and social support for students. Education in the arts expanded, and there were new social-work schools. Visual, audio, and computer-based methods were newly available to teachers.

University enrollment increased as authorities extended instruction to students’ own localities while relying on computer-based and televised teaching aids. By 2015, 80% of university students were studying close to home.

Some problems emerged, however. Teaching programs in science and technology lost students to courses in the humanities and social sciences. University teaching was contributing less than before to the country’s economic development. Fewer students were preparing to be teachers, and 20,000 teachers had left their posts for the sake of better-paying jobs.

Reversing course, the government cut back on university teaching at the local level, made entrance exams more competitive, re-emphasized scientific and technical training, and shortened the university course of study. As of 2019, 241,000 students, or one in three Cubans between 18 and 24 years of age, were studying in 50 university centers. Almost 50% of them were taking medical-sciences courses; 8,542 were art students.

All along, the U.S. economic blockade was causing shortages and adding difficulties. A report presented by Cuba’s Education Ministry in early 2022 explains:

  • Under blockade rules, Cuba lacks access to the credit needed for buying goods abroad.
  • Importing is difficult due in part to price hikes resulting from high freight costs for importing goods from places other than the United States.
  • The inflated costs of goods purchased abroad from third-party intermediaries discourage imports.
  • Under blockade regulations, specific items manufactured anywhere with even tiny U.S. components are prohibited.

The list of necessary and often missing items is long: paper, books, notebooks, computers, audio-visual devices, laboratory supplies, laboratory equipment, writing materials, art supplies, sports equipment, special devices used by handicapped students, musical instruments, recording devices, English language texts and books, broadband internet connections, and replacement parts for equipment.

Nevertheless, as the result of sustained efforts over decades, students have been prepared to take on varied tasks aimed at developing Cuba’s economy and building socialism.

  • Between 1960 and 2017, Cuban universities graduated 1.2 million “professionals,” including 80,000 physicians. Women accounted for 64% of university graduates in 2010, up from 3% in 1959. University graduates in 2019 made up 2.2% of Cuban workers.
  • Spending on education in Cuba in 2012 represented 9% of the GDP. The comparable figure in the United States currently is 4.96% of GDP. Cuba in 2018 dedicated 13% of its national budget to education.

In Cuba in 1995, a Cuban woman hitched a ride on a small bus carrying Maine visitors, myself included, from Havana to Trinidad. “We Cubans want producers, not consumers,” we heard her say. Fidel Castro spoke similarly on that first Teachers Day in 1961.

He dismissed fellow University of Havana law students as “all those people with nothing to do but to study to be a lawyer.” At that time, “the ruling class was not teaching the children of workers.” That “half the population, the rural population, had no secondary school” he regarded as a “serious problem for any revolution in an underdeveloped country like ours. What few technical workers there are come from upper-income sectors … from the economically and politically dominant class, which, logically, is opposed to revolutionary change.”

Leftists in the United States and elsewhere often regard reform and revolution as separate projects. Cuba’s experience of preparing young citizens to work at what would become socialism may be relevant.

Small though they may be, certain reforms happening now within U.S. schools, rife with inequalities, could end up serving the revolution on the way, and in that way be revolutionary. Such reforms: the fostering of equality among students, the inculcation of real knowledge about societal problems, and students’ work projects that are oriented to the common good.

Seeking Relief from Oppression, Peruvians Resist Castillo Removal and Wait / by W. T. Whitney Jr.

“Pedro Castillo emerged from that deep, excluded, and marginalized Peru that has been the primordial object of nefarious consequences of treason by the elites,” according to an observer.  Castillo was the first progressive candidate ever to win a presidential election in Peru.

After harassing him for months, Peru’s rightwing-dominated unicameral Congress recently ordered Castillo’s removal from office. The authorities arrested him and now he is in prison.  Replacing Castillo was Vice President Dina Boluarte.  

Protesters have mobilized throughout Peru, blockaded over 100 highways, occupied five airports, and held rallies in various cities. The new government has instituted a 30-day state of emergency and imposed a strong police and military presence throughout the country. Security forces have killed almost 30 protesters and wounded hundreds.

Demonstrators are demanding Boluarte’s ouster, Castillo’s liberation, his return as president, new elections in 2023, and a constituent assembly.

As with Peru’s tumultuous history over recent decades, this conflict reflects division between Peruvians who are well-resourced, European-descended and living mainly in cities – one third of Peruvians live in Lima – and the majority of Peruvians who are distressed and deprived and who are likely to live in rural areas and be of indigenous heritage.  

They are the 51% of Peruvians who are food insecure, the 32.90% of them who are impoverished, the 76% who work in the informal sector, and the 14.9% of rural residents who are illiterate.   

Vladimir Cerrón a Cuba-trained neurosurgeon and founder of the Marxist-oriented Perú Libre (Free Peru) party, in October 2000 recruited Pedro Castillo as that party’s presidential candidate. Living in northern Peru, Castillo had never held political office. He was a small farmer, a teacher, and leader of a teachers’ union. He scored a surprise second-round victory in presidential elections on June 6, 2021.

Castillo’s hold on the presidency was fragile, beginning with a 42-day delay in taking office pending investigation of electoral fraud allegations. From then on, he was dodging attacks from Peru’s Congress, where conservatives are in charge. He frequently replaced cabinet ministers in vain attempts to ward off moves leading to his impeachment. The Congress repeatedly accused Castillo of corruption.

Cerrón, angered at Castillo’s dismissal of Perú Libre cabinet ministers, allowed the party’s congressional representatives to break their ties with Castillo. Pressured by Cerrón, Castillo withdrew from Perú Libre in July 2022. Dina Boluarte, his vice president, had earlier been expelled from that party. She and Castillo were not communicating.

Castillo survived two impeachment votes in Congress. But anticipating a successful impeachment vote, Castillo on December 7 dismissed Congress and called for new elections. The Congress then did impeach him on grounds of “moral incapacity” and proceeded to arrest him. He is imprisoned for 18 months. The next elections, according to Peru’s Constitution, would take place in 2026.

Conflict between President Castillo and the Congress has revolved around provisions of Peru’s 1993 Constitution created under the auspices of the Fujimori dictatorship. That Constitution authorizes removal of a president via congressional impeachment in a process known as “vacancy.” It also states that, “The President has the power to dissolve Congress if the latter has censured or refused to give a vote of confidence to two cabinet ministers.”

Castillo’s family has taken refuge in the Mexican embassy. The governments of Colombia, Bolivia, Argentina, Honduras, Mexico, Venezuela, Cuba, and some Caribbean nations denounced Peru’s parliamentary coup. The United States together with Chile are backing the new government. 

The U.S. government is heavily involved. Ambassador Lisa Kenna, an experienced CIA and State Department operative, met with Defense Minister Gustavo Bobbio Rosas on December 6, the day before the Congress impeached and removed Castillo. Bobbio is a retired brigadier general.

The next day, prior to resigning, Bobbio instructed Peru’s armed forces to oppose Castillo’s attempt to dissolve the Congress, which he characterized as a coup.  That day Ambassador Kenna tweeted: “The United States emphatically urges President Castillo to reverse his attempt to close the congress and allow the democratic institutions of Peru to function according to the constitution. We encourage the Peruvian public to remain calm.”

Mexican President Andres Manuel Lopez Obrador  in December 16 criticized the state of emergency in Peru. He denounced President Boluarte’s meeting with U.S. ambassador, adding that “Force must not be used, the people must not be repressed and freedoms must be guaranteed.” In response, Peru’s government on December 21 moved to expel Mexico’s ambassador in Lima.

The U.S. military has a presence in Peru, as with other Latin American and Caribbean nations. There are joint U.S. – Peru military exercises. U.S. personnel in 2017 participated in military exercises held jointly with Peru, Colombia and Brazil in the “triple borderland” in the Amazon region. The U.S. Naval Medical Research Unit Six has long carried out infectious disease studies in Lima and Iquitos.  As of 2018, the U.S. Southern Command had built 15 Regional Emergency Operations Centers as part of its “Humanitarian Assistance Program.” 

Peru’s military may not uniformly support the coup. Troops stationed in the “VRAEM” area (a Spanish acronym meaning Valley of the Apurimac, Ene and Mantaro Rivers) on December 18 declared that “The glorious Peruvian Army will not honor the state of emergency” and that they are “in rebellion against the usurper [President] Dina Arcelia Baluarte Zegarra. Their statement condemns “this exploitative, corrupt system endorsed by Peru’s Political Constitution of 1993.”

This rebelliousness may somehow relate to a Defense Ministry announcement on May 5 that 40 bases in the VREAM area would eventually be converted from drug-war installations to “production and development centers.” The VRAEM in 2020 accounted for 70% of Peru’s coca production. The Ministry’s plans to remove the military bases have been criticized.

The highly regarded Héctor Béjar, chancellor for the first 19 days of Castillo’s presidency, has the last word. He notes that, “Castillo is a humble man, not a man of the left. He is an evangelical … not a Marxist-Leninist, not a terrorist … His behavior is inexplicable because he is a labor leader at the national level and led two very important teacher strikes. It’s not that he had no experience.”

Béjar is perhaps alluding to Castillo’s unpreparedness in presuming to head a reform-minded progressive government, especially in comparison with similarly motivated regional leaders of the past and present. In their own ways Presidents like Morales of Bolivia, Petro of Colombia, Chávez of Venezuela, Castro of Honduras, Allende of Chile, and Correa of Ecuador had prepared. They had nurtured popular support, recruited reliable political associates, already were leaders within a left-leaning political movement, or they developed one.

Béjar declares that, “We have a dictatorship in Perú, a military and political dictatorship …[and] we are in a revolutionary movement without revolutionaries.”

It’s true. Masses of working and marginalized people in Peru are themselves prepared, as indicated by their surprise vote for Castillo in 2021 and currently by their vigorous and ongoing resistance to the coup.  Now as in the past, they are waiting for visionary and revolutionary leadership.

International Support for Assange May Not Prevent His Extradition / by W. T. Whitney Jr.

Australian Julian Assange founded and managed Wikileaks, the international organization that famously has collected and passed on secret political documents. The campaign to prevent Assange from being extradited to the United States from Britain has intensified recently just as legal remedies for him to avoid extradition are fast disappearing.

The New York Times, the Guardian, Le Monde, El Pais and Der Spiegel on November 28 issued a joint letter stating that the U.S. indictment against Assange “sets a dangerous precedent, and threatens to undermine America’s First Amendment and the freedom of the press.” A recent statement from the International Federation of Journalists points out that, “None of WikiLeaks’ media partners have been charged … because of their collaboration with Assange.”

High officials have weighed in. Australian Prime Minister Anthony Albanese on November 30 assured legislators he made it  “clear to the US administration—that it is time that this matter be brought to a close.” United Nations High Commissioner for Human Rights Michelle Bachelet indicated that Assange’s “potential extradition and prosecution of Assange raises concerns relating to media freedom.” 

Supporters on October 8 created a human chain outside Parliament in London. Assange’s allies claim he is a journalist and that criminalization of reporting violates the democratic right of press freedom. The American Civil Liberties Union long ago opined that, “Any prosecution by the United States of Mr. Assange would be unprecedented and unconstitutional.” 

Among the many U.S. charges against Assange are accusations that he disseminated government secrets and thereby violated the Espionage Act of 1917. Conviction on those charges could send him to prison for up to 175 years.

It seems presently that the campaign to prevent Assange’s extradition to the United States is falling short and perhaps inevitably so.  In particular, political agitation on his behalf his failed to arouse significant popular support for his cause in the international arena.

A review of how his case has played out may be helpful. Through Wikileaks, Assange collected, and was supplied with, cables and documents, classified and unclassified, having to do with U.S. military, diplomatic, and intelligence activities. Beginning in 2010, Wikileaks distributed material to news outlets worldwide, furiously at first and intermittently later on. 

Revealing and often embarrassing information emerged regarding U.S. wars in Iraq, Afghanistan, and Syria; interventions in Iran, Yemen, and Turkey; U.S. prisoners held in Guantanamo; and U.S. involvement in Latin America, Africa, and elsewhere. U.S. authorities claim Assange endangered U.S. interests and personnel.

Sexual assault charges against Assange emerged in Sweden in 2010. Authorities in the U.K., where he was living, first imprisoned him in preparation for extradition to Sweden and then released him on bail.  Assange sought judicial protection from being extradited, mainly to avoid extradition from there to the United States.

Court rulings and appeals continued until 2012, when Britain’s Supreme Court authorized Assange’s extradition to Sweden. He took refuge in Ecuador’s Embassy in London.

A new rightwing Ecuadorian government in 2019 ended that sanctuary and British authorities, invited into the Embassy, transferred Assange to Belmarsh prison on bail-violation charges. The sexual assault charge had already been dropped. The U.S. government in June 2019 requested Assange’s extradition and also released a previously secret indictment created the year before.

Reports have circulated that Assange has suffered from neurological and psychological illnesses while in prison. Beginning in 2020, British courts at various levels ruled on Assange’s extradition until mid-2021, when the Supreme Court approved a British government order to extradite him. 

An appeal of that decision is in the works; a hearing is scheduled for early 2023.  Assange’s lawyers have appealed to the European Court of Human Rights. Whether or not the British government would honor that court’s rejection of Assange’s extradition is uncertain.

Assange is apparently on the verge being imprisoned in the United States. The headline of John Nichols’s article in The Nation says, “A United Front Is Needed to Fight the Threat to Journalism Posed by the Assange Prosecution.”

A united front of sorts is already in place.  As noted above, political officials and journalists have spoken out in opposition to Assange’s extradition. In that vein, Wikileaks top editor Kristinn Hrafnsson and an associate conferred with Latin American heads of state in early December.  Colombian president Gustavo  Petro, his Argentinian counterpart Alberto Fernández and Brazilian president-elect  Lula da Silva have signaled their support for Assange.

The suggestion of mounting a united front to bolster Assange’s defense is a serendipitous gift to this inquiry. A united front indeed does have the potential to build mass support for a defendant as an adjunct to his or her legal defense.  Effectiveness, however, depends on its composition. 

We recall a united front that did create a widespread people’s mobilization that helped to secure the liberation of political prisoners in Alabama. That one differed from the one developing now on Assange’s behalf. 

A court in that state in 1931 convicted nine African-descended boys and young men of having raped two white women; eight of them were going to be executed. These were the “Scottsboro Boys,” and they were innocent. The national group International Labor Defense (ILD) not only provided lawyers but also orchestrated publicity and protests that extended worldwide and contributed hugely to the prisoners’ eventual liberation.  

Initiated by the Communist Party, the ILD recruited activists from all quarters of the American left in order to defend “victims of class warfare.” The Communist party was pursuing a united-front strategy, of which ILD was one manifestation. Communist parties of the world were on that track as they prepared for a world war thought to be inevitable. They were forming coalitions in their various countries with other political parties of the working class. 

Tapping into the grief of oppressed peoples’ daily existence, ILD was offering relief for one aspect of that grief, persecution by local civil authorities.  The ILD was providing grounds for hope, and, that way, encouraged people to seek justice and think of freedom for prisoners.

The problem for Julius Assange, however, may be that the issue of press freedom, while certainly an important democratic right, does not register as serving people’s basic needs at the grassroots. It’s an abstraction and doesn’t qualify as a call likely to provoke the mass mobilization needed by Assange. A united front of experts, journalists, politicians, human rights organizations, and international agencies advocating for Assange is one thing. Peoples of the world calling for the liberation of the Scottsboro Boys was quite another.

Mexico’s Left Takes to the Street, Celebrates Achievements / by W. T. Whitney Jr

“Sometimes there are revolutions but people keep on thinking the same way. But now we are seeing a peacetime transformation process and there is a change of mentality …  I said yesterday that we are winning the battle against racism, classism, discrimination. This is not about material things, not about welfare programs. There’s been a change of mentality”.

Mexican President Andrés Manuel López Obrador (AMLO) was commenting on events of November 27, which was the fourth anniversary of his taking office.  AMLO and his Moreno Party administration had staged a march and then a rally in the Zócalo plaza in Mexico City. They sought to demonstrate the Mexican people’s support for what AMLO calls Mexico’s Fourth Transformation.

Supporters gathered at the Angel of Independence Monument and walked three miles along Reforma Avenue to arrive at the Zócalo. The crowd was such that the walk, with AMLO walking too, lasted five hours. And, “Not even a window was broken,” according to Claudia Sheinbaum, who heads Mexico City’s government.

AMLO spoke before 1.2 million people. He highlighted what he regarded as outstanding achievements of his government and promised that work would be continuing “under the premise of attending first to the poorest and most vulnerable people.” He attached the name “Mexican humanism” to his government’s “socio-political model.” Noting the high representation of youth in the crowd, AMLO proclaimed a “generational change.”

In his remarks, AMLO catalogued achievements in providing for people’s needs. A report from La Jornada news service is the basis for the following summary.

Security is improvising, he indicated.  His government “on a daily basis has to confront the scourge of violence; corruption and impunity are not tolerated.   Crimes that fall within federal jurisdiction are down 27.3%.

AMLO listed social advances in various areas:

·        35 million families, 85% of the total, directly receive “at least a little portion of the national budget,” and the others benefit from reduced taxes and reduced costs for essentials.

·        The minimum salary has more than doubled, “something never seen in the last 40 years” – and will be increasing more in the coming year.

·        Labor reforms include secret voting in union elections, elimination of subcontracting, and a doubling of profit-sharing arrangements. 

·        Almost 28 million new workers are enrolled in social security, and the salaries of workers has reached “historically” high levels.  There are 1.3 million new government jobs.

·        Now 283,535 single mothers working outside of the home receive 800 pesos each month; 3.7 million families with children in elementary schools receive 1,680 pesos every two months; and 4.2 million upper-level students receive the same amount. Some 410,000 university students from poor families receive 2,450 pesos monthly, 128,950 postgraduate students and researchers receive scholarships.

AMLO emphasized the construction by his government of 145 free public universities where 1,168 professors are teaching and 45,581 young people studying. The aim is to establish 200 such institutions within the so-called “Benito Juárez System” which, according to a government website, is “dedicated to young people excluded by economic reasons” and those whose geographic access to higher education is limited. 

The president mentioned that funds are available that enable parents of school children to maintain and rehabilitate 113,971 school buildings. Teachers’ salaries are up 21%, and schools now provide a “labor base” for 650,000 education workers.   He noted that his government’s “relation with teachers is one of respect and gratitude … There have been no strikes or work stoppages in the public schools.”

AMLO emphasized that IMSS-Bienestar, the federal healthcare system, has extended into new regions where medical generalists and specialists are for the most part working “two shifts” every day. He is “committed to extending the IMSS-Bienestar system throughout the country to make people’s right to healthcare a reality.”

According to its website, “The IMSS-BIENESTAR Program provides first and second level health care services in its health units. The latter covers the specialties of gynecology-obstetrics, general surgery, internal medicine and pediatrics.” With “43 years of experience,” the program “combines medical care with health promotion actions in the community.”  Care is provided gratis to patients without social security benefits.

Mexico’s social security system has expanded; 300,000 handicapped people, mostly children, are receiving more generous pensions and 10.5 million seniors now receive 2,800 pesos bimonthly, with more on the way after January 1, 2023. In a program called “Young People Building the Future,” 2.4 million young people are apprenticing in preparation for future work.  The minimum wage they receive is a social security benefit.

AMLO’s reference to a “Fourth Transformation” raises the question of what about the first three transformations. These were three periods of significant change, specifically: independence from Spain 1810-1821; reforms, mainly separation of church and state, undertaken by President Benito Juárez in 1858-1861; and Mexico’s Revolution in 1910-1917 that accounts for the present Constitution.

The march and mass gathering of Moreno and AMLO supporters annoyed individuals such as Sandra Cuevas, the mayor of Cuauhtémoc. She denounced a “march of hate, division, inequality and corruption” while claiming that government officials at all levels and beneficiaries of social programs had been forced to participate.

One observer writes that for Morena to be “winning the streets” doesn’t detract from the advantage conservative political parties enjoy with an overwhelming presence on social media and on newspaper front pages.  Their power there, and in their organizations and the judiciary, enables them to “hinder, obstruct, and sabotage” Morena’s work of governing.   In any case, opinion polls are pointing to a large Morena Party victory in the elections of 2024.

Bolivia’s socialist government confronts separatist, racist uprising / by W. T. Whitney Jr.

With the exception of a coup-government interregnum in 2019-2021, the Movement Toward Socialism political party (MAS) has headed Bolivia’s government since the beginning of Evo Morales’s presidency in 2006.

The MAS government now led by President Luis Arce and Vice President David Choquehuanca announced on July 12 that its every-ten-year Population and Housing Census would be moved from November 16, 2022, to sometime in 2024.

Spokespersons attributed the change to difficulties left over from the pandemic, a need for translations into indigenous languages, uncertain financial resources, and extra time required for “technical” changes.

Leaders of the Santa Cruz department in Bolivia’s eastern lowlands, the nation’s largest, immediately demanded a census in 2023, not in 2024. Department governor Luis Camacho and Rómulo Calvo, president of the Santa Cruz Civic Committee, warned that without a settlement on the census, they would initiate a strike aimed at undoing the department’s economy, and thereby the national economy.

In response, “over one million Bolivians mobilized” on Aug. 25 in support of the government and against a regional leadership group that is the vanguard of opposition to Bolivia’s socialist and indigenous-led government. Even so, the strike began on Oct. 22. Recent Bolivian history suggests another coup may be in the offing.

Why a seemingly routine piece of government business like staging a census might provoke momentous consequences is not obvious. A look at expectations attached to Bolivia’s census and at the nature of Santa Cruz politics may clarify.

Census results help to determine the national distribution of government-provided services and resources and are the basis for each department’s representation in the national Legislative Assembly. Opposition forces in Santa Cruz see operation of the national census, as presently constituted, as beneficial to their side, particularly for the national elections of 2025.

They see advantage in the increased numbers of indigenous peoples migrating recently from Bolivia’s poverty-stricken highlands to economically-resourced Santa Cruz. That advantage rests on indigenous peoples showing up on the census with an identity other than indigenous.

The national census in 2012 fueled controversy when it showed that many indigenous people identify themselves as mestizo and not as belonging to a particular indigenous nation. That was encouraging to the reactionary and racist Santa Cruz leaders, who have no enthusiasm for increased indigenous representation in the national legislative assembly.

The Arce government, by contrast, objects to an undercount of indigenous people and especially in the eastern lowland departments, where their numbers are increasing.

The category of mestizo did not appear in the census of 2012 and is not part of the census in dispute now. The Santa Cruz leaders are insisting that that mestizo identity be incorporated into the census. Expert advice was sought in 2012 and the Arce government is now proposing the same.

The peculiarities of Santa Cruz are central to this story. For one thing, Bolivia’s four easternmost departments, particularly Santa Cruz, produce most of Bolivia’s wealth. Santa Cruz is home to industrial-scale agricultural operations and to facilities for oil and natural gas production. This lowland region accounts for most of Bolivia’s export income.

The realities are these: Santa Cruz alone accounts for 76% of the country’s food production, for all of its sorghum and sunflower oil production, 99% of its soy products, 92% of its sugar cane, 75% of its wheat, 72% of its rice, and 66% of its corn. In 2021, farmers owned 4.6 million head of cattle, over a million pigs, and 130 million chickens.

Among departments, Santa Cruz consumes 39% of the country’s diesel fuel and contains the bulk of Bolivia’s natural gas reserves, which rate as South America’s second largest. The Financial Times lauds the Santa Cruz economy’s explosive growth and large foreign investments. It mentions Santa Cruz city as one of the world’s fastest growing urban areas.

Also relevant to the strike story is the reactionary and racist nature of opposition leaders in Santa Cruz. They are utilizing the department’s “Civic Committee” to organize the strike and the Union of Santa Cruz Youth to carry out violent, paramilitary-style street actions. Gov. Luis Camacho formerly headed the Santa Cruz Civic Committee.

The civic committees of all departments originated decades ago in response to national-regional tensions. Members of formerly eastern European families, some of them big landowners, belong to the Santa Cruz civic committee. Many brought fascist ideology with them when they immigrated to Bolivia after World War II.

At the last of three big gatherings in Santa Cruz, Camacho on Sept. 30 announced the start on Oct. 22 of an anti-government strike of “indefinite” duration. In operation, the strike has led to barriers being placed across major highways to impede exports and in-country deliveries of commodities, mainly food. Strike leaders have forced key factories and commercial centers to shut down.

The Youth Union and other thugs have carried out anti-government demonstrations and fought in the streets against MAS party supporters and the national police. There have been injuries, human rights violations, and one death. The strike has had little impact in the other eastern departments.

With a presence at border crossings, the strikers have sharply reduced the transit of exported goods. Government authorities on Oct. 27, anticipating domestic food shortages, banned all exports from Santa Cruz of soy products, beef, sugar, and vegetable oil.

The government and MAS activists organized a rally and march by hundreds of thousands of people before the strike began, and another on the day after. In La Paz on Oct. 26, confrontation between government supporters and an opposition march left 20 persons wounded.

The government on Oct. 25 held a “Pluri-national Encuentro for a Census with Consensus.” Officials from throughout the country attended. A proposal emerged that would enable a technical commission to determine a date for the national census.

Camacho rejected it, but opposition leaders Rómulo Calvo and Vicente Cuellar accepted the proposal. In an interview, Camacho asserted that federalism remains the only solution to the “fissure” present since the “founding of the Republic.”

On Nov. 1, President Arce, referring to threats to “national integrity,” called upon military leaders “to guarantee and defend the independence, unity, and integrity of our territory.” A presidential spokesperson indicated that Arce favored new negotiations with no established date for the census and without conditions.

Events in Santa Cruz align with a grim history. President Evo Morales’s accession to power in 2006 was a culmination of old indigenous resistance against European colonialists and of recent pushback against neoliberal assaults inflicted by local enablers of U.S. and European ruling-class objectives.

Social gains achieved by the MAS-led government and its program of modest wealth distribution seemed to cement its place in history and certainly inflamed the animosities of reactionaries in Santa Cruz and nationally.

As a new constitution was being shaped—it was approved in 2009—Santa Cruz and its neighboring eastern departments staged a separatist revolt fueled by racism. A failed assassination plot against Morales in 2008 was part of it. During this period, the Morales government expelled a U.S. ambassador and the U.S. Drug Enforcement Agency.

The U.S. government and the Organization of American States, serving the United States, facilitated the coup that removed the Morales government in 2019 after his election to a fourth term. Luis Camacho of Santa Cruz led the coup and reportedly delivered the U.S. moneys used in various payoffs. Bolivia’s military participated.

The president of the coup government, Jeanine Áñez, is now in prison, in part because of human rights abuses and killings by soldiers during her tenure.

The current MAS-led government came into existence in 2020 following the first-round electoral victory of Arce and Choquehuanca. Its approval rating currently is 51%. The present strike has set back governmental efforts to restore a national economy devastated by the coup government’s neoliberal reforms and by pandemic effects.

Arce, reporting to the Legislative Assembly on Nov. 8, indicated that “We have complete certainty that our people are fully behind us and that they recognize a national patriotic government that looks out for the national welfare, which stands above sectarian and regional interests.” He observed that “in times of crisis, it’s always the poor that end up losing more, or losing everything.”

“Maybe if you had printed more about the operation, you would have saved us from a colossal mistake.” President John Kennedy was berating New York Times editor Turner Catledge. The Times and the U.S. media generally had glossed over widely-known preparations for the Bay of Pigs attack in April 1961. Catledge had removed the revealing substance of reporter Tad Szulc’s detailed news story 10 days beforehand.

Media silence has attended other Cuba -related developments over the years. Many U.S. progressives and liberals also tend to mention little about U.S-Cuban affairs, the U.S. economic blockade of Cuba being one example.

The Cuban Adjustment Act (CAA), which is about Cubans migrating to the United States, receives little attention, while fuss and fury grow over an unprecedented number of migrants, Cubans among them, crossing the U.S. southern border now. Officials there apprehended 1.8 million migrants between October 2021 and August 2022.

Most respondents to an NPR/Ipsos poll believe an “invasion” is taking place. Anti-migrant measures have led to political division and stalemate. Senators Lindsay Graham and Ted Cruz sent a letter to Department of Homeland Security Secretary Alejandro Mayorkas on October 5. The Biden administration’s migration policies, they claimed, represent “gross dereliction of duty … violation of your oath of office …[and] grounds for impeachment.”

Cubans, enabled by the CAA, find welcome in the United States. That 1966 law allows Cuban immigrants and their immediate families to become permanent U.S. residents. To be eligible, the Cuban migrant on arrival has to be “inspected, admitted or paroled.” He or she waits for one year, while receiving social services, and then applies for permanent residency, and gains a work permit. Other immigrants must wait five years to apply.

Why is Cuban immigration encouraged? The idea may have been that of displaying the failure of a Communist government through Cubans leaving, or of fracturing popular unity in Cuba through emigration, or of strengthening the Cuban-American voting bloc through new Cuban arrivals.

Numbers of Cuban migrants have increased recently. There were 9,822 “southwest border encounters” of border officials with Cubans in fiscal year 2020, 38,674 in FY 2021, and 174,674 Cubans in the FY ending on October 1, 2022. Between October 2021 and June border officials detained more than 1300 Cubans arriving by sea in Florida.

Cubans have been enduring shortages, high prices, and low income due mostly to the U.S. economic blockade and cut-backs on the remittances Cuban-Americans send to family members on the island. That’s one set of reasons for leaving Cuba.

Additionally, Nicaragua in November, 2021 began allowing Cubans to enter without an entry visa. Migrants can now start on their trip closer to the border than, as before, having to travel through South America.

And most of the 20,000 Cubans who would have entered the United States annually, as authorized by a 1994 bi-national agreement, have not done so. That’s because almost no processing of entry visas has taken place since 2017, when the State Department recalled most of its Embassy staff in Havana. That was in response to a mysterious neurological syndrome afflicting U.S. diplomats and staff.

Few Cubans have been able to afford travel to U.S. embassies in other countries to secure visas. Consequently, departing Cubans have resorted to irregular means. The State Department has recently begun to send diplomatic staff back to its Havana Embassy.

New rules are in place. The Obama administration in 2017 ended the government’s “wet foot, dry foot” policy, in force since 1995. During that period, Cubans apprehended at sea were returned to Cuba. Those who arrived and touched U.S. soil could stay and eventually gain permanent residency status.

Cuban migrants crossing at the U.S. southern border still receive preferential treatment. Unable to show the required evidence of “lawful entry,” they benefit from creative arrangements that convert an irregular entry into a legal one.

Presently, “nearly 98 %” of Cuban migrants entering the United States stay. Border officials apply public health (anti-Covid 19) regulations known as Title 42 to all would-be immigrants. They immediately exclude half of them, but not the Cubans. Excluded migrants wait in Mexico or elsewhere for immigration judges to decide on their applications for asylum.

Some of the entering Cubans receive “humanitarian parole.” Under CAA regulations, that status qualifies as “lawful entry” and the migrant is able to wait for a year in the United States and then apply for permanent residency – and usually receive it.

Other Cubans not receiving humanitarian parole also remain in the United States by means of a “bond” requiring them to appear before immigration judges “where they can launch a defense for staying.” Most migrants in this group whose appeals are successful can count on gaining permanent residency.

A few have been unsuccessful and that group received good news on February 23, 2022. The U.S. Citizenship and Immigration Services announced that Cuban migrants whose appeal for permanent residence had failed now may try again, with likely success. The agency was responding to an immigration court ruling in 2021 that any release of Cuban migrants from custody at the border, whatever the circumstances, actually does represent “lawful entry” or parole, as required by the CAA.

Most of the Cubans exiting from their country are young adults and children. They benefited from the high-quality education, healthcare, and social support that was their birthright. Their energy, talents, labor, and potential commitment would no longer be contributing to Cuba’s national project of development and recovery. Their departure, one supposes, weakens the bonds of family life in Cuba and thereby makes Cuban society less cohesive.

The U.S. leadership class likely has little regret. The U.S. intention, after all, is to cause distress in Cuba leading to regime change. Moreover, U.S. economic blockade of Cuba, occupation of territory in Guantanamo, destabilizing interventions inside Cuba, and the CAA, taken together, add up to attack on Cuba’s independence and national sovereignty. The silence of the media and of political activists on these matters takes on an ominous quality, that of complicity with crimes.

The community of nations enabled the United Nations to deal with international crimes. Under the United Nations Charter, the Security Council may confront “any threat to the peace, breach of the peace, or act of aggression” of one nation against another. The General Assembly in 1965 unanimously approved Resolution 2131 which states that, “No State has the right to intervene, directly or indirectly, for any reason whatever, in the internal or external affairs of any State.”
